RSS Bandit is open source desktop news agregator. You can add OneNote Plugin which enables you to send a news item from RSS Bandit to Microsoft OneNote and Ads Blocker Addin. RSS Bandit allow you to read your feed offline. In my opinion, it looks like Ms Outlook. 
And its still alpha version.
